The State intends to secure a contract for the provision of supplemental unclaimed property claims processing services for Fast-Track claims as described in RFP Attachment 6.6., Pro Forma Contract, Section A. In addition, the State intends to secure a contract for the provision of unclaimed property call center services as may be requested by the State and as described in RFP Attachment 6.6., Pro Forma Contract, Section A.
If awarded a contract under this RFP, the successful Respondent would be required, if requested by the State, to receive all initial claim calls as described and required in RFP Attachment 6.6., Pro Forma Contract, Section A.3. A summary of the number of calls received through the ACD over the last two and one-half years is contained in RFP Attachment 6.7.
The Office of the Illinois State Treasurer (“Treasurer’s Office”) is issuing this Request for Information (“RFI”) regarding the structure and management of the two Illinois Advisor-sold 529 College Savings Plans (“Plans”): Bright Start Advisor and Bright Directions College Savings Plans. Responses will assist the Treasurer’s Office in the structuring and/or restructuring; and the branding and/or rebranding of the Plans.
Service providers (“Respondents”) must submit their responses to this RFI (“Responses”) by 2:00 p.m. CT on July 8, 2016. The Office of the Illinois State Treasurer (“Treasurer”) is issuing this Request for Proposals (“RFP”) for a credit/debit card and electronic check (“E-check”) payment processing vendor to provide electronic payment services via point-of-sale (“POS”), internet and telephone for The Illinois Funds/E-Pay program (“E-Pay”) to E-Pay Participants (“Participants”).
The successful Respondent (“Contractor”) shall assist the Treasurer’s Office in providing the following core services: (1) electronic payments processing (2) funding and settlement, (3) customer service, (4) marketing, and (5) reporting capabilities. The Treasurer seeks a unified Proposal that offers to provide all of the core services through the Contractor, with sub-contracts as desired by the Contractor and approved by the Treasurer. Respondents must submit their Proposals by 12:00 p.m. CT on August 11, 2016.
The Contractor shall enter into a contract with the Treasurer (“Agreement”) for an initial term of six (6) years. Upon expiration of this term, the Treasurer may elect to extend the Agreement for a period of time agreed upon by the parties, not to exceed a total of ten (10) years.

The Office of the Illinois State Treasurer (“Treasurer”) is issuing this Request for Proposals (“RFP”) for programmatic services for an Achieving a Better Life Experience (“ABLE”) program for the benefit of a multi-state ABLE Consortium (“Consortium”). The Consortium currently consists of Alaska, Illinois, Iowa, Kansas, Minnesota, Missouri, Nevada, New Jersey, Pennsylvania, and Rhode Island (collectively, the “Members”) but, as more fully described below, additional states may be added.
This RFP seeks a provider for the following four core ABLE components: 1) investment management, 2) administrative services, 3) customer service, and 4) outreach material support (collectively, the “Program”). The Consortium welcomes proposals that model a traditional 529 plan design, a Health Savings Account (HSA) approach, or an alternative innovative approach.
Service providers that submit responses (“Respondents”) shall submit their responses to this RFP (“Proposal”) by 2 pm on August 1, 2016. The winning Respondent (“Contractor”) shall enter into an Umbrella Contract with the Treasurer (“Agreement”) and Implementing Agreements with each of the Members, including Illinois.
