Engagement and Advocacy for the Next 50 Years

Rachael Eubanks, Michigan State Treasurer
2026 NAST President

As I begin my year of service as President of the National Association of State Treasurers (NAST), I am honored by the opportunity to lead an organization that plays such a vital role in advancing sound financial policy, strengthening public trust, and delivering solutions that meet the needs of the people we serve.

My vision for the year centers on two broad themes that are essential to NAST’s continued success: member engagement and advocacy.

Member Engagement: Building Stronger Connections

Our members are the heart of NAST, and this year we will focus on deepening engagement across three key areas:

  1. Treasurer Engagement
Many of our treasurer members have limited involvement beyond membership. We can do more to create meaningful opportunities for input and visibility. For example, regional vice presidents currently have no formal roles at our events—how can we better leverage their expertise? By inviting feedback and expanding leadership roles, we can ensure every treasurer feels connected and valued.
  2. Staff Engagement
Treasury staff bring incredible expertise, yet often lack a clear avenue to contribute. One idea is to create a secondary set of staff committees that mirror treasurer committees, or explore other models through our Chief Deputy/Chief of Staff group. Staff perspectives matter, and we will work to make sure they have a voice in shaping NAST initiatives.
  3. Emeritus Engagement
One of the highlights of our 50th anniversary celebrations was reconnecting with emeritus members whose enthusiasm remains strong. We will explore formalized roles for these experienced leaders to continue contributing to NAST’s success. Their institutional knowledge is invaluable, and we want to keep that connection alive.

Advocacy: Moving from Defense to Offense

Last year, NAST led a critical effort to protect the municipal bond tax exemption. This year, we will build on that momentum and take a more proactive approach. With ongoing federal budget pressures, we cannot take the tax exemption or Private Activity Bonds for granted and we will continue advocating for restoring tax-exempt refundings. I’d also like us to identify other Treasury priorities, such as 529 plans, ABLE accounts, and others, where we can go on the offense rather than reacting to congressional proposals.

Our collective voice is powerful, and when we speak together, we shape policy that benefits taxpayers and strengthens communities.

Join Us in Detroit

Finally, I am thrilled to invite you to Detroit this September for the NAST Annual Conference.

Detroit is a city that embodies resilience, innovation, and transformation, values that mirror the work we do every day. The conference will be an opportunity to learn, connect, and celebrate the progress we’ve made together. I can’t wait to showcase Michigan hospitality and the incredible energy of Detroit.

Thank you for your trust and partnership. Let’s make this a year of meaningful engagement and bold advocacy. Together, we will launch NAST’s next 50 years!
